During the period of Cold War, the confrontation between the United States and Soviet Union lead the world's situation. The Sino-U.S. Relations was subordinated to the struggle between U.S. and USSR. China,U.S. and Soviet had formed a triangle relation, and the United States regarded China as one part of it. The policy to China that America took has changed from restraining to contacting. In the early Cold War, the U.S. regarded China as the tool of Soviet carrying out hegemonism, so it took restraining policy to China. In the late Cold War, the U.S. regarded China as strategic partner in order to fight against the Soviet, so it tried to collaborate with China; Factors of politics and security took in charge of the other aspects of the Sino-U.S. Relations. After the Cold War, the U.S. regards China as not partner but rival which is influenced by the international and domestic factors. Therefore, the U.S. takes either contacting policy or restraining policy to China, but the economy becomes the base which promotes the development of the Sino-U.S. Relations.The America policy to China on Security, economy, decision system, military and Taiwan issue has changed a lot in and after the Cold War. By comparing the difference, it indicates that U.S. changes its policy from limited contacting to totally contacting. China and U.S. have a lot of common benefits. The America will collaborate with China continently and totally, meanwhile the U.S. will never give up its policy of dividing China and Westernizing China.The American policy to China on economy, culture, Taiwan issue, ideology and military also has its communality whether it is in the Cold War or after the Cold War. We can see that the biggest obstacle which winders the development of Sino-U.S. Relations is that U.S. insists on "Cold Warthoughts". The differences on the ideology has weakened because of the America strategy request in Cold War, but the U.S. is always taking defence in touch with China.The policy to China that America takes has both difference and communality, it indicates whether taking touching or restraining policy, the U.S. try to set up its hegemony with the purpose of leading the world. On the one hand, the America policy to China has the difference which can not be erased; on the other hand, America has great need to collaborate with China on economy and security. So the U.S. still takes two ways of contacting and restraining. The Sino-U.S. Relations takes on a tortuous tendency.According to the international situation and American policy to China, China should show work for the common benefits of the two nations, deal with the problem probably and be active to play an important role in setting up the international system and the new international order. We object to the "Taiwan dividing firmly", prevent the antagonistic force from intervening, solve the conflict by negotiation, establish the new security conception of "trusty, mutual benefits, coordination and equality". China should be focus on the national defense for the security, make efforts to communicate with the foreign countries in culture, try to build a "objective and friendly atmosphere".In dealing with the foreign affairs, we should focus on the "long-term, harmony, friendly" relationship with great nations, grasp firmly the first that form a good relationship with our neighbor countries and regard them as good friends, reinforce one base which is to develop the unite and collaborate relationship with developing country, construct a stage: multilateral diplomacy stage in order to build a good international environment for overall arrangement of China diplomacy and improve the Sino-U.S. Relations with a positive attitude to keep and promote such relationship developing steadily.
