The senior citizens are vulnerable to accidents. Thus the houses for the aged are often plagued by claims of compensations for injuries suffered in such accidents. But in practice, it is very difficult to distinguish the accidents caused by the senior citizens themselves and those by the negligence of the houses. Moreover, the society always sympathize the weak. Therefore the senior citizens and the relatives thereof who suffer injuries in such accidents always claim unproportionally high compensations. The houses, as non-profit institutions, usually lack the resources to resolve these disputes. Hence, it is necessary to conceive a code of law specifically for such disputes, for such accidents are inevitable due to the physical condition of the senior citizens and the nature of the work of the houses. This paper proposes that for the lack of a codified law in this area, the responsibilities of the government, the houses and the senior citizens should be clarified on the basis of the Law on the Protection of the Interests of the Senior Citizens of PRC so that the interests of both parties could be protected and the services of the houses could be promoted. This paper also manages to provide for the lack of codified law in this respect by setting regulations for the houses and inventing methods for responsibilities identification in such accidents.
