The Research On Re-construct Our Rural Finance System

The development of economy limits and determines the development of finance,while the latter has an accelerating effect on the former. The sound financial system can effectively absorb the rural savings and can put the capital into the production sectors. The good cycle is so important to the development of economy and finance. China is a country with big agriculture,speeding to develop the agriculture and villages economy, increase the fanner's income,matter pass our country national economy moderate,healty development the matter closes the overall construction middle-class family realization of the social target.For the development of agriculture and rural economy,our country has implemented a series of reform on rural finance organizing system during the reform of rural economy system. At last,a rural finance system has formed in which Rural Credit Cooperation serves as main body,Agriculture Bank of China and Agriculture Development Bank of China is important ingredient,folk lending is a supplement. This system consists of cooperative finance,commercial finance and policy finance. However,in order to seek the maximum profit ,Agriculture Bank of China closed a multitude of branches in countryside with the deepening of financial system reform recently. And with the reform of food circulating system,the business of Agriculture Development Bank of China shrinks gradually,thus its policy function weakens. As Rural Credit Cooperation has been regarded as a branch of Agriculture Bank of China for a long time,its path-dependence of insititution transition cannot be broken and the inclination of commercial operation appears,which hampers the cooperative evolution. So it is necessary to re-construct a new rural finance organizing system that fits the socialism marketing economy system,which has an important theoretical merit and practical meaning.The thesis points out the problems of current rural finance system through analyzing its historicl vicissitudes dynamically and its conditions statically. The basic frame of china's rural finance system is put forward in the thesis.
