| This essay aimed to explore the relation between the rural financeand the rural economic development during early period of the NANJINGGUOMIN government (1927-1937) .The author explored the ruralfinancial methods taken by the NANJING GUOMIN government as wellas its effect on the rural economy based on big amount of historicalresources and used a lot of the related rural financial and economictheories to analyzed the problem with the historic research method. 1, main contents and points First of all, this essay introduced the meaning of rural finance andthe rural economy as well as their relationship. Then the essay exploredthe deflation happened during the early government period of theNANJING GUOMIN government as well as its reason and the negativeeffect. The deflation is reflected in the highly-concentrated land and thestagnation of the rural production and the commonly-seen usury. Thereasons are the following three: the economic invasion of the imperialist,the feudal exploit and the natural and man-made disaster. The essay alsoanalyzed the several negative effects of the economic deflation. Thefollowing chapters focused on the various thoughts on the ways to restartthe depressed economy and the government's methods taken by theNANJING GUOMIN government as well as its effects. The author thinks that the NANJING GUOMIN government didtake some rural financial methods passively to change the deflation in the1920s and 1930s, and the farmers did have extend their lending from thebank, and the rural economy did tend to restart and develop. Meanwhile,the rural monetary system had begun to provide more funds for the ruraleconomy as well as lessen the effects of deflation on the economy and theusury on the monetary markets. But all in all, the methods taken by theNANJING GUOMIN government has failed. There are several shortagesin the early governance of the NANJING GUOMIN government: first,the rural financial system was not complete, unequally distributed andlack of management. Second, the lending amount and the time period ofthe NANJING GUOMIN government was not suitable for thedevelopment. Third, the rural lending had high risk and lack ofsupervision, the procedure was complex and the money left to the farmerswas not enough. Last, the farming money came from the landlords, thebusinessmen and the fluent farmers, not from the cooperative company.Because the cooperative company was hold by the former mentionedfluent persons, who asked for high rent and mortgage, it was another kindof usury. So the methods taken by the NANJING GUOMIN governmenthad not got the expected aim of "restart the rural economy", but beenanother way to exploit the poor farmers by the fluent persons.
