The Research Into Effect And Optimization Of Tourism Based Poverty Elimination

China is one of the poor countries in the world, there is 29 million absolutepopulation below the poverty line in China. Eliminating poverty has been an importantproblem of assuring Chinese economic development and society stabilization. In therecent years, the Party and government have been giving more attention to "threeagricultural "and implementing Western Development, which supplies more policy andphysical support to poverty elimination. But the traditional ways of poverty eliminationare confined to the agricultural activity, whose effect has been not distinct, so the newways of poverty elimination need implementing. Tourism development has powerfuldevelopment potential, economic and social effect, so it is becoming primary way ofpoverty elimination in many areas. These whose tourism resources are rich aredeveloping tourism, at the same time, more and more effect of tourism based eliminationhas been proved. However, the development background of tourism based povertyelimination is poor economic environment, underdeveloped establishment and the poorpopulation of lacking developmental capability, so "enclave tourism "and displacementcompetition appear in the course of tourism development, and then the goal of tourismbased poverty elimination is exchanged, the poor people can't gain benefit but have tobear cost of tourism development. So the poor's benefit and development have becomethe central problem of tourism based poverty elimination. This paper will research thisproblem as the example of Tongluozhai resorts in Anhui Province.The paper consists of three parts. The introduction mainly discusses the backgroundand significance of this study, reviews the domestic and overseas research progress, andthen analyzes the background of the example area.The second part is example research, which consists of the second, third, fourth andfifth chapter. The second chapter analyzes the effect of tourism based povertyelimination in Tongluozhai resorts. On the basis of this chapter, the third chapteranalyzes influencing factors of tourism based poverty elimination from tourismresources, background and mode of tourism development, the economic foundation andthe characteristic of the poor. The fourth chapter optimizes the strategy of tourism basedpoverty elimination in Tongluozhai resorts on the basis of analysis of the third chapter .The fifth chapter establishes guarantee system of tourism based poverty elimination. Atthe course of this study, how to make tourism development more favor the poor and howto help the poor to utilize effect of tourism are central problem.The last part is conclusion of this paper, which summarizes the contents of thisstudy, points out the shortcoming of the study, and then prospects the further research inthe future.
