In the last few years, agriculture, countryside, and peasant (abbreviate as " three agricultural "), as focal points and difficult points, which influence China's political situation and the further development of economy, have already caused the great attention of the Party and our government. There is more than 40 million absolute population below the poverty line now in the countryside of our country (according to the poverty line standard of 625 Yuan), the population distribution is in 1/3 of the rural areas in the whole country. Helping this part of population to eliminate poverty and getting rich concern " three agricultural " problem settlement and our country build well-to-do society realization of goal in an all-round way completely directly. The traditional ways of aiding the poor program is confined to the agricultural production activity. After more than 20 years reform in the countryside, the space of increasing peasant income through agriculture field has been already very narrow, we should seek the new method in more extensive field. The poverty-stricken area is the most potential area of tourist resources. According to the incomplete statistics, our country now has 119 national-level scenic spots and more than 400 scenic spots of province-grade, city- grade, the majority of which lies on the rural areas. It is a new topic in recent years in the world to link the tourism with aiding the poor directly. Among them, International Development Authority of Britain put forward Pro-Poor Tourism in 80's of 20 century (PPT) is a representative, known as the Aiding the Poor by Tourism in our country. Mean the more abundant poverty-stricken area in the tourist resources mainly, develop the travel industry through the development and utilization protective to the tourist resources, and use this to promote the development of relevant industry, thus strengthen the self-development ability of the poverty-stricken area.Since the initial stage of 1990s, since our country began to have theoretical research that scholars paid close attention to the travel poverty alleviation, its research range concentrate on more western poverty-stricken areas. The Aiding the Poor by Tourism in recent years is being confirmed by practice of more and more areas, but relevant research is very few. The economic development level in Heilongjiang Province is relatively backward, the poor county accounts for nearly 1/3 of the total amount of county towns in the whole province. Heilongjiang Province is the large province of the travel, the tourist resources are very abundant, three major kinds of tourist resources most worth viewing and admire in the world-the forest, ice and snow, ocean, there are two kinds in Heilongjiang Province. The area wherethe condition possesses develops and travels give play to the industry-induced effect of tourist industry, promote the overall development of local economy. More and more persons have already accepted this kind of idea. After analysis on the feasibility of Aiding the Poor by Tourism in Heilongjiang Province, this thesis take Lvjiaweizi village as a real example, through to the overall investigation and analysis which the tourist industry in the village, summarize countermeasure suggestion of Aiding the Poor by Tourism in Heilongjiang Province.
