Many poverty-stricken areas have adopted tourism development as one of the major means to attack poverty. Most current theoretical research in this field focuses on how to boost the tourism industry of poverty-stricken areas but pays less attention to various risks in the development process. The core task of this study is to contribute to the understanding and elimination of these risks that may lead to the failure or inefficiency of tourism-oriented poverty elimination strategy. For the convenience of research, this dissertation divides the risks into four categories, i.e., cognitional risk, economic risk, socio-cultural risk, and environmental risk. Nearly all risks, either existent or potential, are identified and adequately analyzed. On the Jbasis of the above analysis, the dissertation puts forward a series of measures to deal with these risks.The dissertation consists of seven parts. The preface mainly discusses the background, objective, and significance of this study, and briefly introduces its organizational structure. The following four chapters (Chapter 2 to Chapter 5) make a thorough analysis on the risks identified. Chapter 6 concentrates on the exploration of countermeasures. Given that the government plays a significant role in poverty elimination, the issue of how to make the government function more effectively is also explored in detail. The closing part gives an outline of the main ideas among this dissertation, points out its deficiencies, and makes some suggestions for future work.
