The social economic structure of our country is going through the enormous and deep change, economic composition, interests pattern, life style , social organizational forms and values become multiple day by day , the contradiction between different groups, even friction appears apparently . especially the state-owned enterprises reform system, laid off the workers'salary, in arrears with the salary, retired pay, labor service dispute, the problem of building and pulling down in urban and rural areas, such social concerns as the relation between the cadres and the masses is nervous initiate a lot of unexpected mass incidents. The frequency of unexpected mass incident, has already become the outstanding problem of influencing the social development stability and affecting the people's normal life order. How to correctly understand and handle unexpected mass incident is our big issue to be concerned about, the prevention and management of the unexpected mass incident become all levels of the Party Committee's and the government's important function. In this thesis, writer analysed the concept of unexpected mass incident at first, to make the meaning of unexpected mass incident clear: First, the mass; Second, accident; Third, antagonism, it will develop into the masses's impermissible behaviour that will be above law's restraintd after reaching the critical point. And then, it is expounded that unexpected mass incident's main forms and characteristics which it demonstrate. As follows: First, Keep rising on the quantity , scale and frequency. According to expert's analysis of the characteristic of the social contradiction of our country and the economic development situation, it is estimated that the social contradiction will also have the tendency to continue rising on quantity in the future. Second, The mass's interest question is outstanding day by day. The interests question represented seriously, especially disadvantaged groups's problems are outstanding. Third, The situation is complicated, it is very difficult to handle it. Subject composition, complicated reasons, request of the behavior can't work it out within short time, and a few more unique persons attempt to make the disturbance with contradictions among the people, have increased the degree of difficulty for handling. Fourth, The behavior is too drastic, the destruction is getting serious day by day. They give vent to vindictive mind by taking action illegally, also in order to cause the related department to pay attention to their performance to get the problem be done faster. Fifth, The sense of organization of the group behavior is obvious. Degree of organization obviously improved, unexpected mass incident gestation, break out, generally someone organizes secretly. The reason why unexpected mass incident happened in our country has tight relation with the existing problem and contradiction of economic and social development of our country. First, the adjustment of structure of interest during social transition time, is the main reason for unexpected mass incident. Four kinds of social groups appear in the society: rich type or high income group, fairly well-off or medium-sized income group, low income group simply having adequate food and clothing, poor type or ultralow income group. Third, market-based operation and reform makes vested interest group and the administrator's contradiction sharpen, questions such as pulling down, moving back in urban construction and management, and urbanite' s life water supply, air supply , power supply , heating, etc. Management all has problems in various degrees, and the mechanism is not perfect enough. Second, some leading bodies and cadres have serious bureaucracy in the real work, the consciousness and the masses of overall situation have faint idea. Third, in some places and departments they make bad decision, and does not issue the policy thoroughly, the deviation that the policy appears while carrying out and some cadres working way, method are improper, have influenced the masses' vitalinterests. Fourth, there are weak parts in some organizational building at the basic level, the organization work at the basic level is weak and feeble, the ability of regulation and control is insufficient.
