Study On The Soft Environment Of The Development Of Private Economy In North-East Old Industry Base

All levels of the government have attached importance to the topic ofstrengthening the local investment environment construction and promotingthe local economy development in recent years. In some underdeveloped areas,improving the investment environment, especially improving the "soft"environment of investment is of an important role in the social economydevelopment process. At the same time, with the reform and opening up andthe socialist market economy having been going on in depth, the private economyplays a significant role in the national economy and the social life, especiallyacting the import role in the region economy development.The area with developed economy and high productivity also is the areawith developed private economy. The development of private economy andthe market, the level of economic development has inseparable relations. It hasbeen proved in Zhejiang, Guangdong, Jiangsu Province of China which are thedeveloped areas of private economy. In north-east region, especially in JilinProvince, the private economy compared with behind. Thus it influences therapid development of economy in Jilin Province. At the same time, one of themost important reasons of restraining development of the private economy isthat the "soft"environment of investment in Jilin Province is relatively worse,economic development is relatively backwardness. Therefore, to understandthe influence of the "soft"environment of investment on the private economycorrectly, to improve the investment environment emphatically, to develop thevigorous private economy, and then to promote economy development ofentire area nowadays have already become an extremely important topic inJilin Province economic development.Starting with the basic theory of the "soft"environment of investmentand the development of the private economy, analyzing and studying therelations between the private economy and the "soft"environment ofinvestment in area emphatically, combining the present situation and thecharacteristics of the "soft"environment of investment of Jilin Provinceprivate economy, this paper analyzes the reasons and disadvantages of the"soft"environment of investment in Jilin Province. Then, this paper putsforward the suggestions and countermeasures to improve the "soft"environment of investment of Jilin Province private economy. This paperconsists of 5 parts:The first part, prolegomenon, proposes the question. Through analyzingthe function of the private economy in the our country's economic system aswell as the important influence of the investment environment on theeconomic development, and aiming at the present situation, this paperproposes that the relations between the private economy and the "soft"environment should be attached importance to when we study the investmentenvironment. To improve the "soft"environment can promote the rapiddevelopment of economy and accelerate the reinvigoration of north-east oldindustry base.The second part, the basis of this paper, introduces the related knowledgeand general theory of the investment environment, including implication andcharacteristics of the investment environment and the definition of the "soft"environment. Then, points out that the "soft"environment of investmentbecomes more and more important. Subsequently, elaborates the generaltheory of the "soft"environment of investment, including: the significance, thegeneral valuation indexes and methods of researching the "soft"environmentof investment. Finally, clarifies the great significance of the "soft"environment research and analyzes the interrelation between the "soft"environment and the economic growth in the region at length.The third part introduces the relations between the private economy and"soft"environment of investment. First, introduces the development of theprivate economy policy since the beginning of reform and opening up, theimplication and characteristics of private economy; and then proposes theconsecution of researching the private economy and the "soft"environment inthis paper; introduces the relations between the private economy and the "soft"investment environment. This paper points out that on the one hand the "soft"environment of investment promotes the development of the private economyin rules and regulation, economy and humanities environments; On the otherhand the private economy is a major contribution towards improving the "soft"environment of investment. Mainly manifests in: promoting the localeconomic development, optimizing industrial structure, alleviating theemployment pressure, promoting the industrialization of agriculture and thesmall cities construction as well as building up the correct market economyconsciousness.The fourth part is the keystone of this paper. Firstly, analyzes the presentsituation of the private economic development in Jilin Province, points out thatalthough the output of the private economy in Jilin Province is increasing yearby year and it has more potential in the future, the private economy in JilinProvince lacks the good living environment and has the very big disparitycompared with that of the coastal area. Mainly manifests in: the insufficienteconomic output, the lower industrial level, the insufficient enterprise scale aswell as the lower overall quality. The private economy in Jilin Province hassome characteristics such as the few total quantities, the small scale, anundertaking with the primitive accumulation primarily, the managementdomain concentrating on the tertiary industry, the lower technological contentand contributing little to economic growth. Secondly, this paper specifies thepresent situation of the private economy in Jinlin Province in the policy, legalsystem and the financial environment, and points out that those cause theabove disparities and the characteristics. Thirdly, through analyzing thepresent situation of the private economy in Jilin Province, I draw myconclusion that the "soft"environment of investment in Jilin Province is in aninferior position. I analyze the reasons which cause the inferior position atlength. Fourthly, puts forward the ideas and measures on improving the "soft"environment of the private economy in Jilin Province. These measures mainlyinclude three aspects: (1) Strengthening the system construction is radical toimproving the "soft"environment of private-enterprise, including improvingthe formulation, strengthening the political system reform, perfecting the legalsystem environment, speeding up the system innovation, perfecting socialsecurity system construction, safeguarding fair competition order. (2) Alllevels of the department strengthen the instruction and help to the privateeconomy, including: solving the problems of the difficult loan financing,helping the private-enterprise to carry on the technical innovation, promotingthe construction of Chamber of Commerce and Association, establishing thesystem of raising the talented person and training the staff.
