Corruption is a long time topic. Anti- corruption has been existing the whole development process of human being. In the transiting age of the socialist junior period, the system of controlling power is not perfect enough. Therefore, the task of anti- corruption is very heavy. The key of corruption is power. Thus the key of anti- corruption is controlling power according to law. A person without power has no conditions of corruption, while one with power can corrupt easily. The basic means of controlling power is according to law. So the first thing of anti- corruption is controlling power, which can be obtained through administering officers. The corruption comes from the abusing power of officers, which leads to the alienation of public power. The basic task of anti- corruption is standardizing public power according to law, for fear that corruption comes from the alienation of public power, which is the central idea of this thesis.Corruption came into being with the social class showing up, whose source is the alienation and out of control of the power. The cause of corruption still exiting in socialist China is the influence of feudalism and capitalism, and the imperfect of legal system in the transiting age of the socialist junior period. Corruption has a lot of bad effects. It will weaken the Party's prestige among people, harming the political stability. It will hold back the development of social economy and economical reform. It will weaken the prestige of central government, which does no good to the nation's uniform and people's unity. It will lead to social ideological confusion, which makes the society lose the spirit's motive and degrade the moral level. It will destroy the legal system, making the society out of order. For the time being, corruption becomes the obstruct which hinders the social development. Therefore, anti-corruption is necessary in the course of building socialist modern country.The history of anti-corruption in China can be retrospect to the Spring Dynasty, which last in the next thousands of years of feudalist society. Anti-corruption in new China has been put much more attention and importance. We have made great progress, but there are still some problemsexiting. First, lack of arranging and compounding multi-supervising powers leads to the weakening of the whole supervising ability. Second, under existing dual-leadership system, special supervising agency is lack of the necessary status and independency. Third, the supervising scope is too small, leaving a lot of supervising blank. Forth, the accents of people supervising to power-owners through media are not smooth.Corruption is a common problem faced by both China and other countries. There are several successful experiences of anti-corruption all over the world, which are the law-making about anti-corruption, the transparent politicians administration, the system of central purchase, inviting and submitting tenders, standardizing the party's system, and the synthesis supervising system of parliament, judicial, auditing, inner, media and public supervising ways. We can draw such conclusion as follow: anti-corruption according to law is the basic successful experience.Anti-corruption according to law can solve the exiting problems in China. Firstly, law has several natural characters of authority, compulsory, equality and stability, which decides the importance of anti-corruption according to law. Secondly, the basic principle of rule of law decides the necessity of anti-corruption according to law, which contains five parts. The principle of the lofty of law, administration according to law, all equal before the law, power servicing rights, and law reflecting the basic value of human being, such as protecting people's basic freedom. Thirdly, the success in other country and China proves the applicability of anti-corruption according to law.Anti-corruption according to law needs other supporting systems to get good effects. First, making perfect administrative law system is the premise and base. Perfect administrative law system includes substantive and procedure rules. Further more, through procedure rules controlling power is a common way all over the world. Second, administration according to law is the key. Administration according to law needs the principle of the lofty of law believed among the whole society, government becoming the limited government under the rule of law, and all powers acted according to law.
