This thesis consists of foreword and four basic contents. Writer according to theories and actual demand, apply two kinds of new theories------learning-typed organization and leadership innovations to leadershipactivity, put forward the principle of learning-typed leader. The article analyzed the social background and the theories foundation of learning-typed leader, elaborated a basic content of learning-typed leader, and investigated the current condition of the leaders troops of our country, inquired the counter plan to construct the learning-typed leaders.In Chapter one, I studied the background reasons and theoretical foundation of the leaders, summarized four reasons: appearance of the knowledge economy; development of information technology, the trend of learning-typed society and demand for growing with era. Then I probed into the theoretical foundation of the learning-typed leaders.The arrival of knowledge economy and information society and development of Internet have brought a series of new administrative skill, method, principle and idea, have a great influence on the traditional leaders, they can't meet the needs of era and work, must change roles to form learning-typed leaders which based on knowledge and take studying as a way to innovate. The new idea, not merely inheriting and develop the new era, and its practice will promote the development and management of this special human resources.Marxism leadership theory thinks the leader's essence is service, the people are subjects of social and history, the leaders must always insist on serving the people wholeheartedly at any time. As the leading stratum of our country, the Communist Party of China just carry out these views to reality, and formed the mass line: All for the masses, all depends on the masses, come from the masses and go into the masses. An inherent demand of learning-typed leader is to study new knowledge and ability, improve the level of leadership, and serve the people better. So, Marxism leadership theory has guide to develop the learning-typed leader, and offered the basicassurance.Since 1990s, learning-typed leader was begin to be researched,; the learning-typed organize theory of Peter Singe proposed that setting-up that learning-typed organize need to have new view and new demand to leaders. The ensuing chapters have carried on detailed exposition to this.In Chapter two, I explained the meaning and characteristic of learning-typed leader, distinguished difference from general leader, analyzed the value and function of learning-typed leader.The learning-typed leader is good at obtaining knowledge through studying in the course of leading activity, transmitting and innovating knowledge to meet new knowledge and opinion, and can adopt the new method with new knowledge, play creative thinking, improve the leading ability, solve the practical problem effectively. There are differences from general leader. On the attitude towards study, the learning-typed leader pays attention to studying and good at studying; on understanding organize, they regards organizing as core, intelligence, emphasis on respecting and cooperating each other; on daily work, they pay attention to information networking, does not fall into the concrete affairs of managing; on improving the innovative practice, they can innovate quickly, their innovative thinking are active.The learning-typed leader and their activities play an important role to construct learning-typed society. They can help to promote the society's development, promote the optimization organize, progress of the whole socialist cause.In Chapter three, I studied current situation of leader cadres in our country. At present there are some problems that it is even very serious in current leader cadres, the main problems:1, the academic education and knowledge quality of the leader cadre have generally improved and reached the suitable level, but don't mean that their really leading ability follows up correspondingly. 2, many leading cadres are not acquainted with the scientific development view. 3, As to corrupt problem, leader cadres know a bit fuzzy. 4, the attitude to administrating according to law is ambiguous. 5, to various kinds of social...
