To strengthen the administration ability construction of the communistparty of china is a great subject that our party has been facing and exploringto solve all the time. It is the strategic task that 16th National Congress putforward too. Our Party wants to improve leadership level in power andcompetence constantly for a long time under reform and opening-up, finishesa history mission, must build a high-quality cadres.
