During the new economic time, a series of challengs have to be faced by human resource management. The value of company will dependent the employee's competency which bring more motivation for organization development. The core competitive advantage will come from staff's competency, especially those worn great hi-tech knowledge and unique qualify staffsCompetency model is the technical and effective tool for human resource management. It provides a "road map" for the range of behaviors that produce excellent performance. It helps teams and individuals align their behavior with key organizational strategies and let each employee understands how to achieve expected performance standards.Base on the discussion of the concept and significance of the competency model for HRM. Competency models are developed through a process of clarifying the business strategy and determining performance management, competency dictionary, select sample , collect data. Then, the data is gathered in structured interview, next data is analyze and used to develop models of success criteria.
