Rule by law means the unity of universality value and particularity value. On the way to rule by law, all countries of the world should follow rule-by-law principles and suit the discrepancy of national conditions. Singapore has combined rule-by-law principles with its national conditions, and developed a law pattern. Nowadays, Singapore is a stable and harmonious rule-by-law state, which is regarded as a model of rule-by-law state. Rule-by-law experiences in Singapore will supply other countries with some references. This thesis begins with the special national conditions in Singapore, describes how law pattern in Singapore forms, and elaborates contents and methods of establishment of law pattern in Singapore. This thesis also brings to light the characteristics and value basis of law pattern in Singapore. By analyzing law pattern in Singapore with rule-by-law evaluation scale, law pattern in Singapore is successful. Of course, law pattern in Singapore is not perfect, it is worth improving in rule-by-law structure and utilization. Along with the development of rule-by-law practice in Singapore, law pattern in Singapore will explore more open, democratic and free factors, and become more ripe and satisfactory. Through looking back the course of law pattern in Singapore and summing up its experiences, we hope these will be of value to other countries' rule-by-law construction practice. Not only rule-by-law construction in China, but also socialist cultural development & ideological and political education in China should draw lessons from administering theories and methods in Singapore.
