In the regions short of water, the adjustment of planting structure is also an important measure to save water in agriculture besides water-saving irrigation techniques and cultivation techniques. The adjustment of crops planting structure with water restriction is a complicated systemic project not only considering the spatio-temporal distribution rule of water, water-demanding and water-short, but also the characters of demand of market and society. The targets of economy, society and ecology must be considered as a whole when people plan the optimized crops planting structure. Based on the study of basic theory of saving water by adjusting structure and considering the fuzziness existent in the plant products industry system, the Thesis established a multi-objective fuzzy optimization model for regional water-saving planting structure which provided an important theory and method for the sustainable development of plant products industry in the region with water resource restriction. The main development and results of the study are as the following:1. Based on the systemic summarization of the characters and relating theories of water-saving planting structure, the Thesis laid emphasis on the analysis of main factors influencing the forming and developing of regional water-saving planting structure and their effecting mechanism. These factors include amount of water resource, consumption demand, supplying of other water-saving technologies, the price of agriculture water, property right of small irrigation projects, paying ability and industrial policies in agriculture. At the same time, the Thesis brought forward four basic approaches to save water by adjusting planting structure, such as choosing species and varieties of low water consumption, adjusting crops seeding period, choosing appropriate cropping system and choosing the crops with high return or long-extending industry chain.2. Based on analysis of the sustainable development of agriculture water resource utilization and considering the harmonious development of regional social objective, economic objective and environmental objective, the Thesis presented a multi-objective fuzzy optimization model for regional water-saving planting structure adjustment, in order to solve the problems of allocating water among the crops and confirming the reasonable planting area of every crop. This model overcame the shortcoming of current models those only considered the economic object, but ignored the society and environment objects.3. The Thesis applied the multi-objective fuzzy optimization model brought forward in the study for water-saving planting structure adjustment to North China region where the water scarcity is very serious to calculate the adjusting schedule of planting structure in this region, and presented an optimizing schedule of water-saving planting structure in 2010 and 2030. The planting proportion of crops with high water consumption was reduced and that of low water consumption was increased in the schedule which has an increased function.
