Changzhi, one of the districts of Shanxi province, is located in the southeast mountain and hill region of the Loess Plateau; water resource is in short supply, and drought often happens there. Therefore, it is best way to study and develop water saving agriculture for the optimized matching of agricultural water and soil resources, as well as for the sustainable management of water and soil resources and sustainable agricultural development in Changzhi.Taking some principles and methods from these disciplines, such as farmland hydrology, soil science, crop planting, land use planning, agriculture extension theory and methods, water saving agriculture techniques and sustainable development theory, the models of optimized matching of agricultural water and soil resources, scientific and capable water saving agriculture models and their extension methods were brought out by qualitatively and quantitatively analyzing the condition of water and soil resources and their usage, calculating the balance of water supply and requirement, making the optimized matching of water and soil resources, evaluating the suitability of water saving techniques and appraising the methods and policy of agricultural water resource management in Changzhi. There were some conclusions as following:1 The optimized matching of water and soil resource is the first choice for the sustainable management of water and soil resources and sustainable agricultural development in Changzhi.2 To increase the usage efficiency of irrigation water is the prerequisite for getting the balance of water supply and requirement and making the optimized matching of agricultural water and soil resources in Changzhi.3 To develop water saving agriculture is the effective way for the optimized matching of agricultural water and soil resources in Changzhi.4 The suitable models of techniques extension are the prerequisite for developing water saving agriculture.5 Carrying out "Participative Irrigation Management" under the guidance of the participative agriculture extension theory is the crucial measure for promoting the development of water saving agriculture in Changzhi.
