The E-government means that the government organs utilize the network platform of computer in their management and service functions, according to the procedure established, to implement administration frequently and deal with the daily affairs generously on the net, realize the reorganization and optimization of government's institutional framework and workflow, surmount the restriction from time, space and department separated, build up a government operation mode which is simplified, high-efficient, honest and fair, thus improve government's management level, serve the public better.This research attempts analyses the current situation and development strategy of the domestic and international E-government, and application among customer relationship managing in the E-government, in order to offer reference for the implementation of other government's E-government at county level. Through the positive research of the customer's leading type E-government of Pucheng county, this text has put forward the question must be paid attention to that Pucheng county implement the E-government which takes customer as the direction, offer reference for Pucheng county implement E-government strategy in an all-round way.This paper divides five parts: the first part have introduced the concept of the E-government, reflecting used, and the significance of implement E-government, and have explained that the necessity of E-government development at county level; The second part have described the course and trend of the domestic and international E-government development, the introduction of customer relationship management, summarize the enlightenment to the E-government development tactics at county level through the comparison of the domestic and international E-govemment development tactics; The third part have proposed the necessity of building E-government which takes customer relationship as direction, summarized the enlightenment of customer relationship management to the E-government development tactics at county level, through the application analyse of customer relationship manage; The fourth part have analysed the characteristic and existing problem of the E-government at county level, and put forward the development tactics of customer's leading type E-government at county level; The fifth part has put forward the question that must be paid attention to that Pucheng county implements the E-government which makes the customer as direction, directing against the current situations of "Digital Fujian" construction and Pucheng county information construction.CRM melted into E-government construction is helpful to increasing the affinity and vitality of E-government at county level, increasing the running efficiency of government, and displaying the aim of people's service.
