Charging and distributing are the two most important aspects of highway charging system. In this essay four kinds of fare-charging modes and two kinds of distributing modes are presented, which are not only based on current situations but also satisfying the future so they have a great meaning for the development and improvement of the highway charging system.The four kinds of charging modes take account of efficiency, reasonability and practice so they are in reason. The shortest path mode of charging means that charging bases on the most shortest path instead of the actual path. In order to take the adjusting role of the charging two kinds of equilibrium modes are presented which are result in the Wardrop equilibrium. One of them is fare equilibrium mode and the other is time equilibrium mode. The number and location of identification spots, the two important problems of the mode of path-identification which uses identification technology to identify the actual path, are discussed in this essay.Fare distributing has a very close correlation with the charging but is not the adverse computing of the charging. Two kinds of distributing modes are presented. One is based on distance and the other is based on contribution.
