The toll rate optimization of toll highway network and the design of toll highway network and the optimization of toll highway system (hereafter called the optimization of the highway toll system) are the important problems in theory and application which are rarely studied and urgently to be resolved in the present development of the freeway(toll highway) This paper is aimed to study the optimization of the highway toll system quantitatively and systematically for the purposes of giving full play to the social efficiency of the road network.reaching the financial target of the operators of toll roads and cutting different kinds of cost caused by toll collection and payment This paper mainly focuses on the study in optimization theory and method of the highway toll system by using bi-level programming model .traffic equilibrium model,random-choice model,multi-object decision,intelligent optimized algorithms under the condition of forming a large system of road network, government, toll road investor or managers ,road network users.This paper.taking the property of toll road into full consideration ,puts forward the following four traffic equilibrium models: multi-type vehicles multi-criteria models of user equilibrium with fixed or elastic demand.stochastic user equilibrium and system optimal distribution.That formulation of these models is equivalent to Wardrop equilibrium condition which is strictly proved, and algorithms for them are given after discussion of uniqueness of their solutions The multi-type vehicles multi-criteria bi-level programming models of rate optimization under the road network and the toll highway equilibrium network design problem are raised. These models describe the status.purposes and the effect of the decisions of road network managers, toll highway investors or operators and road network users, and the path choice difference of different types of vehicles as well in the rate optimization under the road network and freeway equilibrium network design problem.These models observe the basic principles such as efficiency .cost, benefits, equity, path-choice criterion.Toll rate of different type of vehicles in different sections of toll highway,most suitable location for toll highway and its capacity can be calculated by these models in the same time, In addition ,this paper proposes a new solution algorithm of bi-level programming model by GASA hybrid optimization strategy. The numerical examples discussed in this paper shows the models and algorithms are more reasonable and efficient.The calculated toll rate is fairer and can more reasonably adjust traffic distribution in order to improve the efficiency and utilities of highway network.These models andalgorithms also can help the government and investors to make decisions of investment for the construction of toll roads.This paper fully considers the drivers' choice of payment technology and kinds of toitgates, and advances the drivers' payment random-choice models. Under the condition of the following- factors concerning the optimization models:the investment cost, operating cost, unfair cost, payment evade cost, drivers' extra cost and environmental pollution cost.this paper raises the optimized models of multi-modes payment of teH collection system and its algorithm is proposed by SAGA -hybrid optimization strategy, which can simultaneously optimize the following results: the optimum locations of toll stations, numbers of toll stations, the numbers of different tolling, modes' tailgates of every toll station, ETC users' discount rate.and can estimate the installation rate of TAG of every toll station.the actual traffic flow capadty of different toiigate, can obtain the best toll collection system under the different simulated decision conditions. This paper points out that these methods can help the toll highway operators to make operating strategy for ETC users.
