Now we are experiencing the third technology revolution in the history. It's the information technology revolution whose factor is internet our society is now in the great transformation from traditional industrialize and ectricitilize to cyberlize at the same time, the cyberspace based on the internet is showing certain characters of practicial society and trendency of cyberspace societilize. The internalization of practicial society and the socialization of the cyberspace are connected closely and influence deeply the human society.The development of cyber stimulate and lash the present ensur work of human rights. On one hand, it makes the human rights of freedom, equality, know and so on to fulfill. On the other hand, such matters as violate the rights of human diginity are merging though forbidden. Cyber, which is based on technology throughly, of carrying out culture and hegemony of some countries woth the superior of owing high technology. Without good protection of human rights, the society can not develop orderly. This paper, which is set in this background, studies the problem cyber and human rights. It has concluded that the fact of torts into two paradox: paradox of freedom and equality. By analyzing the outside appearance, the essence of torts, the improving method of the rights of human dignity, culture and develop ment which are now most concerned internet. Then it has concluded four further reasons from the point of view of philosophy. It also says the main task of improving the situation of human rights in cyber is to try our best make the technology of cyber perfect, to buid an overall and orderly ensure system, and to protect our human rights from politics, culture, law, economy , thought and so on. The development of cyber has greatly pushed the society forword. So we must see further and try to build a big cyber technology system to guide cyber to develop orderly and enable cyber to push our economy , politics and culture,and at last make human rights develop in full seale.
