Beginning from the theoretic analysis of land levying and under the guidance of the idea that the legal system should be in accordance with the economic foundation, this article deals with some problems such as the collective - owned land levying system, the comparison and adoption of foreign land levying systems, the improvement and perfect of our current land levying system and so on. The aim of this article is to provide some theoretic references in order to solve the systematic problem which we meet in the practice of land levying and to relax the conflict between the protection and the control of the property right so as to perfect our land levying system and to make our economy work and develop harmoniously with our society.Our current land levying system has some faults and it's not fit for our socialist market economy little by little. The problems of the substance of our land levying are mainly as follows: â‘  the levying scope is too wide. â‘¡ the compensation is not in accordance with the market and the property right of the collective-owned land is not clear. The problems of the procedure of it are: â‘ It is not effective in supervising, â‘¡ people can't fully participate in the levying action, â‘¢ it's not apparent enough, â‘£ the compensation is unfair and it's not very well managed .Almost all countries in the world have established comparatively mature land levying systems, and the land levying system takes a very important position in the land system. All these land levying systems show great similarities and they also have their own different characteristics as well. They are of great usage when we perfect our land levying system.Practice shows that we are at a critical time to change our land levying system and the basic aim of the change is to set up a land levying system which can be in accordance with the socialist market economy. When we establish the substance of it, we should: â‘  adopt different transferring system by distinguishing different land for public-welfare and non-public-welfare usage and use different levying methods, â‘¡we should set up a clear compensation system on...
