Power Supervision In The Period Of Transition

Since China carried out the Reform and Opening—up policy from 1978, the society has been in the process of great transition. It is the most important transition of China to transform Planned economy into Market economy, which, also causes the other great change in some aspects of the society. The 16^th National Congress report clearly indicated: "To strengthen the restriction and supervision of power calls for building up a well—structured , scientifically—distributed , rigorously—proceeded and effectively—restricted power operating system. To strength the power supervision from process of making and practicing policies, making sure that the power endowed by people can be really used for people." Ti is extremely important for keeping and increasing gradually the vigor of Communist Party of China. Meanwhile, it has remarkable meaning for pushing Party—building and Party—leading. This thesis , at the first place , discuses the certainty of improving power supervision in the period of transition. Then, it looks through communist Party of China's practical experience of power supervision in this period. The next, it analysis the system - "weak supervision" and "empty supervision" of power. At last, a few opinions on how to improve power supervision under the new circumstance.
