Thermoplastic elastomer SBS was industrialized firstly by Yueyang General Petrochemical Works (shortened form: YGPW) in China, and the first 10,000 tons per year SBS production plant of China was also built by YGPW in 1990. Although the plant was innovated and enlarged subsequently many times, the product had been demanded exceeds supply. In order tomeet the market requirement and achieve the economizationaim of plant scale , YGPW will innovate the SBS plant again. According to the theory of scale research and economic benefits, and the character of chemical plant innovation, the article analyses the scale and economic benefits of the SBS innovation project in order to provide decision basic for YGPW and Sinopetrochemical Co.The article analyses and forecasts the background of the SBS plant innovation project of YGPW, the status of themarket requirement of SBS product , and the development trendin future , then puts forward the necessity of the SBS plantinnovation project of YGPW. On the above condition, thearticle fully researches the innovation scheme and the constructcondition of the project, then confirms the innovation scaleof the project. The article estimate the engineering investmentamount of the SBS innovation project according to the innovationscheme, establishes the financing scheme, and researches into the economic benefit and uncertain factors which affect the project economic target. At last, the article comes to the following conclusions: the project which meet the market requirement and have strong competition; the technology under discussion is feasible; it's counter-risk ability is strong; its economic benefit and social benefits are marked; it's really a feasible project.
