Modern market economy is a mixed economy system.In this system does not only play the role of night watchman or omnipotent planner, but tries to participate and intervene in the market actions in order to influence the efficiency of distributing resource and the decisions of maket participants.Micro regulation is the familiar ways to influence the economy used by government.Market failure exists everywhere, which is the theory foundation of government micro regulation.As we all known Fully-competing market requires strict premises which do not exist around the world.There are always low efficiencies in the free-competing market because some faults which can not be overcome by itself. At the same time, the theories including The Tragedy of Commons, Goverence and Institution Economics support the rationality of government micro regulation strongly. China is during the conversion period, and we are striving to change from the planned economy to the maket economy.This essay tries to find out the problems of China and the principles of government micro regulation via the study on theory foundations, targets system and the experiences of the western.The firest chapter summarizes the theory foundation for government micro regulation after analyse the core concept-government micro regulation, including theories for The Tragedy of Commons, Goverence and Institution Economics.The second chapter focused on the function conversion of government in China on the background of the conversion period.The third chapter consist of the targets systemand theory foundation for it.The fourth chapter tries to find out the problems exsiting in government micro regulation of China.The fifth chapter supply some measures for the development of government micro regulation in China through learning from the experience of the western.
