Conformity assessment procedure, as one part of important content of Agreements on Technical Barriers to Trade, refers to activities fulfill requires related to technical regulations and standards directly or indirectly. Representative conformity assessments are as follows: procedures for sampling, testing and inspection; evaluation, verification and assurance of conformity; registration, accreditation and approval as well as their combinations. Conformity assessment procedures are commonly considered as being constituted by three parts: authentication, certification and mutual recognition. Technical barriers to trade, with conformity assessment procedures as the representative, have become the main form of non-tariff barriers in international trade. In order to decrease those barriers and accelerate the development of international trade, two ways of rationalizing on TBT emerge as the times require: standard harmonizing and conformity assessment mutual recognition agreements. As far as the nation practices concerned, the latter one has more implementary space. China has made promises on conformity assessment and has taken a good many efforts after joined in WTO such as modifying laws and regulations, adjusting government administrations and offices, to construct a united system of conformity assessment. It is obvious that China is endeavoring to realize promises. At the same time, China should make great efforts to perfect this system and promote the development of foreign trade of China.
