A Study On Forest Public Goods Supply In China

That forestry public goods is sufficient or efficient will affect eco-environment and ecosystem safety. At present, the trend of the deteriorated or degraded ecosystems in China is related to the low efficient and insufficiency in forestry public goods providing. This dissertation make to research about the forestry public goods theory using the economics of the public.In the theory, forestry public goods supply will breach the two hypothesis of welfare economics basic theorem, so the competitive market is not always Paretoeffcient. Market failures maybe appear in the supply of the forestry public goods. The transaction cost and rent-seeking will arose the government failure. Therefore, multi-main body will supply forestry public goods. Government and market have the respective advantage in supplying of forestry public goods, so during the innovation of forestry public goods' marketization the supplement system frame of market mechanism and government mechanism should be constructed.The NFCP that its supply main body is government supply is insufficiency; to analyze the Slope Farmland Reversion Program (SFRP) which main body is private farmer indicate the government's subside is more than the farmers' former income and this kind of forestry public goods supply is sufficiency. The demonstration analysis result of the ecological subside indicate that the price of forestry public goods in our country has no uniform standard and exist unfair phenomenon.This dissertation discusses the impact factors of forestry public goods supply in China: forest resource is insufficient and forest structure is unreasonable are the factors; low environmental awareness, forestry policy and tax policy all impact the supply of forestry public goods.In the end this dissertation gives the measure to improve the supply of forestry public goods in china: the system that the government's compensation is dominant and the market's is complementarity should be constructed. It is fair and effective to unify the price of forestry public goods. Construct the system of multi-main body supplying forestry public goods. The construction of forestry public goods market will bring more economic efficient and fairer social income distribution and more supplying of forestry public goods. The object of participation forest resource management is to adjust the relation of livelihoods and ecosystems, so it is one of main measure to improve supplying of forestry public goods.
