Studies On The Cooperative Economic Organization For Agricultural Water-Saving In Northeast Semi-Arid Area In China

With the problem of lacking water resources becomes more and more serious, it has been appealed to the international attention on how to solve the issue of the shortage of agricultural water using. Traditionally, it was settled by depending on engineering measure and technique on solving the issue of the shortage of agricultural water using, but practices indicate that though engineering technology is very important, only depending on it to solve the issue could not appease the request of the modern water-saving agriculture, the unsound management system of the use of agricultural water is the basic factor which hindered people making full use of agricultural water resources. For a long time, because there is not an efficient organization institute for the use of agricultural water using, some advanced water-saving technologies spread slowly and the organized factor is a basic one to responsible for it. Based on the fundamental theory of the rural cooperative economic organization and integrated with existed accomplishment domestic and overseas, the paper analyzed the development condition of the rural cooperative economic organization in China. In light of the factual condition of the water-use shortage in our country, the paper analyzed the restricted factors that affect the development of the water-saving agriculture in our country, and analyze the organized factors especially. On the basis of this, introduced the theory of the cooperate organization to the modern agricultural water-saving irrigation, indicated the necessity of the reform in management of the water-use for agricultural irrigation, and introduced a good water-use irrigated organization model--SIDD in the irrigated area. The paper took on the north-east semiarid area as the research background, combined with the fieldwork questionnaire to have a warranty analysis, based on the subjective will of the farmers, and use the logistic model to analyze the factors which affect the action of the farmers to attend the water-saving organization and the factors which restrict constructing water-saving organization in water-saving irrigation area to struggle against drought. Utilized the game theory, the paper researched the different forms of water-saving cooperative economic organization. And probed into the game between farmer and farmer, farmer and company, farmer, association and company. It analyzed that the form of "farmer +association +company"is the best one. Constructed agricultural water-saving irrigation organization, united the farmers, and it will strengthen the single farmer, reduce the cost of the irrigation, improved the income of the farmers, and this also can active and improve the go-aheadism and the activity of the farmers, and improve the economic benefit of the irrigation water-use and the effect in water resources use, and this can achieve the aim of the sustainable water resources use.
