Study On The Function Of Guangxi Government In The China-Asean Economic Cooperation

Guangxi and ASEAN are highly complementary in resources and have advantages in geography as well as humanistic kinship. Guangxi is located in a superior geographical position where borders South China Sea and other countries, with Beibu Gulf to the south, southwest region as its back, Guangdong, Hong Kong and Macao to the east. It also faces the Southeast Asia. Guangxi possesses a coastline of 1595 km, which provides Southwest region with a quick access to the sea. Hence, goods can be shipped to Southeast Asia, Africa, and European countries which grant it as the main gateway of China-ASEAN trade exchanges.Nanning, the capital city of Guangxi, has become the permanent venue of China-ASEAN Expo. The establishment of China-ASEAN Free Trade Area enables Guangxi to enjoy more preferential policies. The Chinese government, as the organizer of China-ASEAN Expo, should seize the opportunity to make good use of the ASEAN economic cooperation to build Guangxi-ASEAN economic circle, accelerate the change of government function. Under the governing of macro-economic and micro-economic, Guangxi government should regulate and control well the economy without intervening in the market and explore new strategies and ways for boosting China-ASEAN economy cooperates effectively.The Author confirmed the research contents, technical methods by sorting out the Chinese and western literature on theories of government function. Then, present situation of China-ASEAN Economic Cooperation, including the relationship between Guangxi and the ASEAN countries, the relevant policies and Chinese government functions and existing problems in economic cooperation will be analyzed.On this basis, the author will analyze the models of Free Trade Area in European Union and North America and try to propose some workable and reliable suggestions for Chinese government to perfect its functions. Next, the author will figure out what innovation mechanism, ways and methods help to realize these new functions. Finally, the conclusion of the thesis, the existing limitations, and the suggestions for future research will be presented.
