The Process Of Urbanization Study On The Resettlement Of Landless Peasants

As the promotion of urbanization and industrialization, more and more farmers lostthe land they owned, become Lost territory farmer. The rural land expropriation relatesto the transform of the farm land ownership and the transfer of the legal rights of thefarmer. Without relative Security mechanism and method, it will certainly harm theinterests of the lost territory farmer. Meanwhile, landless farmers’ ability of obtainingemployment is poor and they are extremely easy to be poor without social security.They undergo the life distress and become poor people. In addition, urbanization leadsto many social problems, such as public security problem, new gutters, heavy burden ofbuilding infrastructure, all bringing the society many adverse effects. Therefore, it isurgent to establish an effective compensation mode for land-lost farmers to make itproperly solve the problems appeared in the process of compensation for the land-lostfarmers. The good compensation mode will well promote land-lost farmers to becitizens fastly, and promote the urbanization developing healthily and social harmony.Land expropriation and relocation compensation in the process of urbanization isthe key work. This article will work on studying the compensation model for theland-lost farmers. It will provide a solution to the related research of the latergenerations for reference, aiming at the problems of the compensation for the land-lostproblems in the urbanization.This paper is constructed through the literature, searched dozens of networkinformation material, researched and analyzed the more successful compensation modeat home and abroad, then find out the reference and shortage of the mode. Again withquestionnaire, interview and field information retrieval method, this paper concludes theproblems appeared in the urbanization process of compensation for land-lost farmers,such as the choices of removing mode, legal rights guarantee, security and survival forthe land-lost farmers. According to problems of the land-lost farmers’ resettlement, thepaper take different solutions, restructure the problems, and then puts forward the newsettlement compensation mode ‘Four dimension in one’. Then, according to therelocation compensation cases of Dawangjing village in Beijing and Jiuhua EconomicZone in Xiangtan, the paper will test and lead the new mode of countermeasures afterempirical analysis for the cases. At last, the paper will provide countermeasures andSuggestions for compensation, system reform, the public service system and the building of the mating system.This paper presents the new mode—‘Four dimension in one’ for the settlementcompensation, claims that relocation compensation must orienting enriching people,and build a system, completed mode for solving problems&safe guard mechanism forthe land-lost farmers, protecting the legal rights of the land-lost farmers, solving theirsurvival problems and promoting the healthy development of the city.
