Leaders on the administrative department level are the backbone of civil servant's teams in the government organs of our country, playing an important role of a connecting link. The department level is the important pivot of the government departments and an important component of human resources, and acts as important brainman for leaders on higher levels. Whether for the government's important decision or concrete administrative work, its function is very crucial. Therefore, it is of great importance to choose competent civil servants on this level. The traditional method to choose talents has very great deficiency, for it mainly focuses on intelligence test. However, there has no inevitable connection between high IQ and good performance. American psychologist David.McClelland published an article titled "Testing competence rather than intelligence" in 1973, which oppugned the traditional intelligence test method and put forward competence to replace the traditional intelligence measurement. In the time following McClelland, as competence was successfully operated in commerce, a modeling tide of competence study surged in the academic circle. This research was just developed on the foundation of competence theory and practice by interview, questionnaire investigation, statistical analysis, induction etc, and used SPSS to analyze the characteristic factor and set up the competence factor model of leaders on the department level. Then it is found that the core competence of leaders on department level, which was mainly based on morality, relationship management, legal consciousness, knowledge characteristics, role cognition, performance consciousness, mainly consists of 15 common factors, namely justness and honesty, political democracy, ability of organizing and coordinating, adaptability to changes, abiding by law and Self-containment, act in accordance with the law, knowledge of environment, professional innovating, practical ability to express, positive and practical, service leading, post understanding, consciousness of government interests, benefit consciousness, achievement motivation. On the basis of constructing competence factors about leaders on the department level, this research still made further investigation on their actual competence, compared the theoretical key degree of leaders on the department level to their actual score, and also made comparison among those appraisals of the key degree and actual condition of leaders on the department level on the consideration of sex, education level, age, and working time. Suggestion made in this paper on the basis of above study aims to offer some references to choosing, training, examining leaders on the department level, and to promote the research in this domain.
