In this complex social environment and the era of revolution, if public department want to further transfer official responsibility and enhance the level of management and service unceasingly, it must improve the quality of human resource (HR) which is the key of HR management. There are two ways to realize the improvement. One way is to hire the talent to serve for public department and the other is to increase public servants capability by training. Due to restrictive number of positions, it is just subordinate to hire new employees. However, it is the effective way to train the public servants and create opportunity for them to study on the purpose of increasing the working efficiency of them and the teams.In the public departments on the level of district, leaders who manage a department are the most important human resource, because they not only implement working aims, but also take charge of tasks. Taking the important role in linking between the heads who make policies and the average employees, department leaders are the whole shows in teams. As a result, it seems urgent and vital to train the department leaders.According to《Regulations of Political Leader Education and Training Project ( Trial)》and《Comments on Implementation of National Political Leader Education and Training from 2006-2010》issued by CPC Central Committee and other public HR management theories, The article introduces the basic concept of the training about department leaders, and analyzes both Chinese and foreign theoretic making impact on the training. What’s more, the article also researches the training system carried in Huangpu district, and uncovers the problems buried in this field.Furthermore, the article discusses how to form and improve lodestar、 principles、contents and process of the department leaders’training system, and try to find ways to solve the problems when implementing the training policy in Huangpu District. While exploring the pattern of department leaders training system in Huangpu District, the author attaches emphasis to the demand and effect of training. Meanwhile, some suggestions of training are put forward such as establishing some related training system, transferring the production of training to the practice. The author is looking forward to providing useful reference contents to training, and thus promoting the efficiency of public department.
