Cadres of organization department shoulder the significant mission of the cultivation,selection,management,use cadres.So to what extent they hold the cognitive of their own work competency is not only related to ideological understanding of the organization department cadres,more will affect their operations which affects the efficiency and quality of organizational work,but also related to the behavior orientation of leading cadres.Cognition is the most basic psychological process for people to acquire or apply knowledge.It transforms the information which has input into one's inner psychological activities and then dominates his behavior.Competence is expressed through a certain behavior.As a result there is an inseparable relationship between cognition and personal competence.At present,the relevant theoretical viewpoints,research category and framework of cadre competence have been interpreted to different degrees,and some valuable results have been obtained.However,relatively few researches on the competence of organizational department cadres have been done,and the cognitive researches on the competence of organizational department cadres are even weaker.This paper takes the competence cognition of organizational department cadres of party committee in 12 league cities and 103 counties and districts of Inner Mongolia as the research object,and discusses it from the following aspects:Firstly,it analyzes and summarizes the research status of competence,and defines relevant concepts,and expounds relevant theories as well.Secondly,some representative Inner Mongolia organization department leading cadres were selected as interviews,and by communicating factors affecting their competency were preliminarily screened and summarized.In addition,questionnaires were designed and distributed to investigate their cognition of the influencing factors of ontological competence.Through the analysis of the survey results,it is found that there are differences in the respondents' understanding of the importance of 22 competency factors in 5 categories,and there are significant differences in the respondents' views on some competency factors under different conditions,and the causes are analyzed.Finally,from the two aspects of strengthening the external training management and stimulating the internal motivation,targeted to improve the Inner Mongolia organization department cadres competence cognitive strategy,to promote their personal development and organization department cadre team construction,improve the quality of work,promote the overall cadre team ability is of great significance.
