The Study Of SCO's Development

Shanghai cooperation organization—SCO, transformed from Shanghai Group Five, which originated from the boundary negotiations. SCO plays an important role in regional and international anti-terrorism actions. Trust each other, benefit each other, equality, consultation, respect various civilizations, seek for developing together, which is called the Spirits of Shanghai and it has important practical meaning in pushing the new fair rational international political and economic order founded. After 9·11, the situation of middle Asia has changed greatly. The development of SCO should be adjusted according to the practice to meet the new challenges and grasp the new chances. SCO has important practical meaning in the peaceful rising and unity of China. However, there are some urgent difficulties to be settled. In the wake of 9·11, the military of America entered into middle Asia, which leads to the relations between major powers changed mostly. Therefore, handling the relations of China, Russia and America is the key which will make SCO play effectively. Firstly, the article analyses the origination & development of SCO. On the base of it, the article attempts to comb the important achievements and development and the existing difficulties during the process of SCO's development. After 9·11,the article focuses on the driving force and feature, expounds the construction of mechanism and discusses the opportunities and challenges of SCO, even the strategy of China to meet new problems. Then forecasts the development of SCO and reveals the change & meaning in the present of SCO. Finally, in accordance with importance of SCO in the process of peaceful rising and unity of China, the article expounds further. And I poses that SCO is one of the important strategies during the peaceful rising of China. Then putting forward my own ideas on the role of SCO plays in the unity of China.
