| The Shanghai Cooperation Organization (abbreviation for SCO) has beening expandedthe scope of cooperation since its establishment in2001, and economic cooperation hasgradually become the focus of cooperation. Utilization of water resources has been theimportant domain in economic life, also will become seriously next strategic goals under theSCO. The SCO will play an important role in promoting international water resourcescooperation and development. At present, the international water resources using thecollaborative study focused on the utilization of water resources in Central Asia thecross-border cooperation and case analysis.It is still very rare about international waterresources utilization of cooperative work in the framework of the SCO. This article focuses onthe construction of the framework of the SCO legal mechanism of water resources utilizationproblems, in order to make up for the vacancy in theory.This paper uses the historical research, empirical research and comparative analysis ofresearch methods,and emphasizes on constructioning regional water resources cooperationlegal mechanism in the framework of the SCO. The author thinks that the member countryshould sign water resources cooperation specialized treaties in the framework of the SCO,establish specific content of the cooperation of water resources utilization within theframework of the SCO. Ministerial Conference is identified as one of annually helded "departments leaders meeting ". The member country should establish specialized agencies ofutilization cooperation of the international water resources.Cooperation Fund for utilization ofwater resources provides financial support for regional water resources cooperation. Thearbitration is put into the dispute settlement mechanism for fair, to construct the SCO waterresources utilization cooperation legal mechanism and resolve the regional water resourcesutilization effectively. |
