It would have great effect on China's political and economic development and administrative reform.Western countries have been established political affairs open institution since 1960's. Because of the backward and unbalance of economy and culture in our country, added to the influence of long-term feudal autocracy, the idea of political affairs open and the institutional exploration are still far behind. With the development of opening and reform and of socialist market economy, the majorities' understanding has greatly changed accompanied by the appearance of the new ideas such as democracy, legal system and so on. Now, under the task of the construction of the socialist political civilization , the pressure of entering WTO as well as the drive of domestic strength , the public is more and more aware of the importance of democracy ,the right to know and transparency. Therefore, analyzing the problems and underlying reasons existed in the process of political affairs open, summarizing the features and the rules of developed countries and putting forward some rational and systematical suggestions are the main aim of this paper.This paper is composed of four parts. The first part mainly analyses the basic theory of public affairs open, which is discussed in three parts. The second part pays close attention to the problems occurring and the underlying reasons resulting in the deficiency of political affairs open. The third part introduces the situation of western countries 'development about political affairs open and sums up good points which are worthy of learning by our country .The last part puts forward some concrete measures on the basis of the second and third part. However, the analysis of the underlying reasons which cause the deficiency of political affairs open perhaps looks a little weak. This is thought as one defect of this paper. |
