The civil service system has come into being and develop gradually from the middle-post term of the 19th century in order to meet the needs of government management practice in the western industrial .And it was a footstone of public administration and bureaucracy to the western countries in the 20th century .With the social transition in the West from industrial to post- industrial ,the traditional civil service system began to show its abuses and it couldn't adapt the needs of government management practice in the information society and globalization age .Since the end of the seventies of the 20th century ,the West has raised the tide of the reform of the civil service system .Now such as the politics responsiveness ,flexibility management ,performance management ,deregulation ,paying attention to the outcome ,decentralization and participation have been the radical tropism that the West countries reform the civil service system.In the 1990s ,China started implementing the system of civil service in order to meet the needs of developing a market economy and deepening the reform of political-administrative systems .Different contexts of China and the West resulted in different goals ,strategies and specific measures concerning the reform and development of systems of civil service .However ,against the common background of globalization, and owing to the universal rules of personnel management , China may benefit from drawing upon many of the measures that the West has taken in reforming their systems of civil service.The article sees about the reform of the western civil systems from the angle of transitional public administration paradigm and it has ascertained these questions :the theory foundation ,thoughts and institutions of the civil service system under the traditional bureaucracy administration paradigm; the transitional public administration paradigm :from bureaucracy to post- bureaucracy ; basic thoughts and ways of the civil service system under post- bureaucracy ;the adjustment and effects of civil servicesystems about western countries; the administrative paradigm and the reform directions of the civil service system that our country should choose .
