It is generally believed that public management has experienced a paradigm shift from public administration to new public administration to new public management.For the government and society,every change in public management is a response to macroeconomic and economic changes,but for researchers,it is a discussion and innovation of public management theory.It is precisely because of the mutual advancement of theoretical practice and discussion that the public management paradigm is constantly evolving to meet the needs of social governance.However,the evolution of the public management paradigm also indicates its hidden time-effect logic,that is,each paradigm has its own specific parasitic environment,which will continue to innovate with the changes of society.This is both a need for public management and a reflection of its theoretical progress.Because of this,into the late 20 th century,research scholars proposed a re-examination of the requirements of public management from the perspective of "post modernity" based on the "postmodernism" philosophical thoughts and cultural movements that originated in the West.Among them,the scholars represented by Farmer are studying the public management under the background of "Post modernity".Farmer believes that modern public management should be deconstructed in an "anti-administration" way,and introduce the concept of “ Other ” in the Western philosophical category,advocating the transformation of public management in postmodern society from the perspective of "alterity".In their view,“alterity” requires the government to recognize the existence of “Other”other than himself,while “Other”in public management include the intangible social environment,policy systems,legal provisions,etc.,and also include tangible social organizations and individuals;and require public management entities to actively move toward “ Other ” in order to break the "center-edge" structure of social governance accumulated by traditional public administration and criticized by the public;and finally responsible for “ Other ” to achieve Selftranscendence.Taking this thought as enlightenment,this paper sorts out the emergence of “Other”theories in Western philosophy and its development path,and explores the main development of “ Other ”philosophy that from Descartes' s "I think,therefore I am" to Hegel's "master-slave dialectic",then go to Husserl's "the same body as the other",then to Heidegger's "self and the other",and finally to Levinas' s "beyond the self,acknowledging the absoluteness of the other".On this basis,combined with the theoretical characteristics and practice of public management,the author uses the philosophical theory of “ Other ” to try to reveal the inherent logic of the paradigm evolution since the emergence of public management,points out the limitations and practical dilemmas of public management theory in the absence of “Other”,then puts forward the legitimacy foundation and necessity of “ Other ” in the public management,finally,advocates the value orientation of the post-modernity society to “Other” and the enlightenment of “Other” philosophy to the reconstruction of the social governance order.
