Research On The Public Service Reform Of County-level Government Under Administrative Supervision

Government public service has always been a hot issue of great concern to the government and society today.Since the founding of the People's Republic of China,our government has gone through many administrative system reforms,continuously improving the government's management ability and service level.In the new historical period,with the continuous improvement of people's living standard,the current major social contradictions in our country have been transformed into the contradictions between the people's growing needs for a better life and the unbalanced and insufficient development,which has become more and more prominent for the government's public service capability.After the 19 th National Congress,the Chinese government has clearly put forward the goal of building a “service-oriented government with the satisfaction of the people”,paying more attention to the people's livelihood and public service issues.In the local level government,we know that the county level government is the grass-roots government that most widely faces the broad masses of the people,is an important subject of county level governance,and bears the main responsibility of providing services for the broad masses of the county level people.Its public service ability and level are directly related to the trust and expectation of the masses to the party and the country.Whether the county-level government can be built into a service-oriented government becomes a crucial issue.In 2015,Premier Li Keqiang pointed out in an important video conference that the reform of administrative management services should be carried out in order to“streamline administration and delegate power,combine administrative management and optimize service”.As a result,a new round of government reform has opened a new chapter of in-depth promotion.As an important way to transform government functions,the reform of management service is an important innovation and change aimed at optimizing service.Under the background of building a service-oriented government,it is more important to enhance the government's governance capability and deepen the government's public service function.It is self-evident that deregulation is of great significance to improve the government's public service ability and level and to promote economic and social development.Under the background of the reform of management and administration services,county-level governments are also facing the need of reform.Public service reform is carried out from three aspects of simplifying administration and delegating power,combining management and administration,and optimizing service,in contrast to the actual situation in the county,in order to better serve and improve people's livelihood.In this paper,under the background of the reform of administrative service,combined with the actual situation of the public service function of the county-level government in our country,through reading the literature,the related concepts of administrative service,public service and administrative reform are briefly introduced,the main ideas of public service theory,government function theory and government supervision theory are expounded,then the domestic and foreign literatures are sorted out and analyzed,and the key connotation of the reform of administrative service is studied.We found the core ideas of “simplifying administration and delegating power,combining administration and management,and optimizing service”,and then made a detailed study according to the problems and reform emphasis of public service of county-level govern.According to the above ideas,this article is divided into six chapters.In the introduction part,the research issues and significance are put forward,and the relatedconcepts and theoretical basis are defined.In the first chapter,it is mainly the literature review at home and abroad and the paper analysis framework.The second chapter introduces the launch of the reform of county-level government's administrative service,which is mainly the national deployment of administrative service and the echo of the reform of county-level government's public service.The third chapter is the research on the reform of county public service power.First,it analyzes the vertical allocation of public service power at the county level,discusses the structural reform of administrative and financial powers and the rational differentiation and application of public service power resources among governments,and then it transfers horizontal public service power,mainly the transfer of public service supply power to the market and society.The fourth chapter focuses on the strengthening of supervision by county-level governments,including the combination of public service management and control,and the exertion of rectification functions,as well as the supervision technologies and application difficulties that need to be applied to strengthen supervision.The fifth chapter is the platform mechanism of county-level public service reform,mainly focusing on the reform orientation of optimizing service,the function of county-level public service platform mechanism,existing problems and optimization direction.The sixth chapter is the summary of the full text and the prospect of public service reform at the county level.
