As professional talent engaged in civil administration management, the civilian isimportant human resources of the country whose whole capability and levelinfluence the management efficiency and level of government. In the tide of globaleconomic integration, it is both a theoretically significant issue that should becarefully studied and practically important work that is of strong pertinence andimmediate significance.After the practice of more that ten years of the civilian system in our country, thesystem with our national characteristic has been established. The administration ofcivilian team is on the legal, standard and scientific road. Meanwhile, during theoperational process of the civilian system in the basic government organ, there aresuch levels of problems as the ideological ideas, the system factors and theconcrete operational ways. The rank consciousness is influencing every aspect ofactual life seriously;the long existence of the fact that cadres can be up but cannotbe down restricts the perfecting of cadre circulation system and the forming of theenvironment of the talent-revealing;the imperfect related law encourages thebreeding of corruption;the lack of the relative policy stimulus of salary and socialsecurity makes the current civilian system lose its due vigor.Based on the operational condition of civilian system in the basic organization ofgovernment, the thesis analyzes the sources of these problems, put forward therelative measures of improvement and forecast the operation and perfecting of thecivilian system in our country: (1) to standardize operation, carry out the system ofreserve civilian, reduce the cost of test and improve the overall efficiency of thecivilian examination mechanism;(2) to reform the idea of the administration ofcivilian, stress " talent resource management " , go out of the strange circulation ofthe past personnel reform, excite the potential energy of civilian, reserve andcreate the space of the personal development for each civilian;(3) to establish the "the worthwhile substance " as the goal of civilian salary system, set upscientifically the structure and grade of civilian salary;(4) to advance theclassification management of the civilian, pursue the system of "governmentemployment ";(5) to make the punishment regulations of the civilian, standardizethe punishment of civilian scientifically from the punishment rules, the origin of anrelative incident, the punishment kinds, the organization and the determinativeprocedures of the punishment, etc.;(6) to establish the idea that training is themost beneficial investment , realizing the overall improvement of the quality andcapability of the whole civilian team and establishing the efficient governmentorgan.
