The information age has brought great challenges to all levels of government work. Forthe basic level government, which facing people directly, it’s extremely important to find asuitable theoretical system to improve the self-construction. Knowledge management theory aswell as its applications will meet the requirements of building e-government in thegovernment.With the study of the obstacles which the Sub District Office facing when building thee-government in Huanggu district of Shenyang city, the paper focus on the importance of usingknowledge management theory in the e-government project. Analyze the three aspect whichrestricts the development of e-government project: the concept of barriers, institutional barriersand run obstacles, then giving solutions to perfect e-government under knowledge managementtheory from strategy and application aspect.The characteristics of this paper are to study the sub district offices’ construction ofe-government under knowledge management theory in Huanggu district of Shenyang city.shenyang city, which is the capital city of Liaoning Province, is an important economic andcultural center in the northeastern China. With the rapid development of the Shenyangeconomic and social sectors in recent years, increasing demands are showing from differentfields in the society to the government. For sub district office, as most people are close to, howto improve the efficiency and quality is very important. Knowledge management as aneffective way to manage the knowledge-based economy, it will give strength to the e-government project. The combination of knowledge management and e-government willbring sub district offices in Shenyang city positive change.
