The coming of Economic Era, represented by IT (Information Technology) & BT (Biology Technology), bring along both opportunities and challenges to all the Hi-Tec companies. But in this Era, which calls for innovations, an existing company that cannot innovate is doomed to decline and to die. Product Innovation Strategy is certainly the core of Product Strategy in the Hi-Tec companies.Along with the growing of BT, Genomic Industry is springing up gradually. Although Genomic Industry, as a whole, globally or domestically, has not yet made profit, it will become one of the most important industries in the future with on doubts. In all aspects and all dimensions, GENE is reorganizing the entire World. To civilianize the gene product is an important development direction for Genomic Industry. Besides the research on Genomic Technology itself, research on the innovation and preemptive working strategy for civilian genomic product has great importance as well.The main content of this paper is:After discussing all the factors of Product Innovation System (PIS), Product Innovation Strategy, Product Innovation Process and Product Innovation Organization, we apply the theories about PIS & BPR to Product Innovation Management (PIM) of civilian genomic product. Moreover, we also study the evaluation technique and risk management about the innovation project of civilian genomic product. This paper not only combines theory and practice, but also represents author's routine work in Marketing Management. In fact, Life-Net-Card?(LNC? introduced in this paper is the outcome of Product Innovation Theory.The main contribution of this paper is:It applies the Product Innovation Theory to the development of civilian genomic product, brings forward the new concept of Innovation Process Reengineering (IPR) ,analyses the evaluation technique and risk management about the innovation project of civilian genomic product from a particular point, and therefore get many tools with practice value, such as mathematic models, work flow chats and management sheets.Confirmed by VIP of UG Group, but due to the complexity of actual work and the need of keeping secrets, there are some missing points in this paper. Meanwhile, further research on many theories involved also needs to be carried out.
