Studies On Government Process Reengineering Method In E-government Affair

Recently, by the information technology and E-government construction deeply developing, Government Process Reengineering becomes more and more important. However, as the failed examples showed, GPR is not very easy to carry out. Short of corresponding methods of GPR is a main reason. Existing methods of GPR is lack of innovation and flexibility, always apply into GPR directly from BPR. Fathermore, it can't meet the GPR needs. Considering these problems, this paper starts from E-government and GPR theory, then puts forword S-A frame methld and representative methods and applies to practice, offer new thinking way of GPR.Applying with the analysis of theory and idiographic cases, associating qualitative analysis and quantitative analysis, this paper gets some conclusions which can use for reference. This paper devided into 4 parts. The first one introduces E-government theory and the actuality of the development. The second part starting with GPR theory, introduces the concept, basic ideology and so on. In the third part, this paper advanced S-A frame method, practice steps and methods using these steps. The last part shows how to apply these methods into Sichuan quality and technique surveillance bureau which improving the applicability of these methods.
