The Diplomatic Strategy Of Japan To The Energy Of Russia

Japan,being the second biggest energy-consuming country in the world, is nevertheless dangerously short of natural resources especially after two oil crises .This article mainly studies the energy strategy of Japan towards Russia and the effect to the Northeast Asia area. The security of energy is a big problem which relates to its grave crisis between life and death. Thus ,in recent years, the Japanese government departments have its eyes on the global energy recourses and formulate explicit policies of varieties of the energy constitution and diversification of the energy import channels and state strategy reserve in order to ensure the long-term energy supply safely.The enforcement of the energy strategy has challenged China whose economy develops fast and requires energy greatly. Because Japan scrambled Far-East energy market with China, it is urgent for China to form its own unique energy strategy. Since the differences of geopolitics and natural resources, energy is a double-edged sword., on one hand, it is energy that brings the relationships among nations a tense situation, on the other hand, it also can be settled by the new co operations and may play an important and constructive role to the stability of Northeast Asia. This article makes an systematic analysis to the background of the energy cooperation between Japan and Russia and the respective attitude to the petroleum pipeline . The author expects to seize the overall political trend of the energy diplomacy Japan towards Russia.The article is composed of three parts. In part one ,after Japan's twice oil crises ,it draws its own energy strategy and described the rupture of petroleum pipeline between China and Russia . it analyses the background of the cooperation between Japan and Russia; In part two, in recent years, there being scrambles for petroleum pipeline among China﹑Japan and Russia, the author sets force its own position and benefits on this question of each side and points out the reflection of the complicated international tense situation and the commercial benefits; On part three, the author points that Japan's energy diplomatic strategy and Northeast Asia strategy. On part four, analyzing the advantages and disadvantages, the author sets force the effect and prospects of the Japan and Russia's energy cooperation to Northeast Asia.
