In 1991,the Soviet Union disintegrated and the Cold War ended.Japan-Soviet relations have transitioned to Japan-Russia relations.After the end of the Cold War,Japan-Russia relations were in a special state where the war had not yet ended.Japan and Russia did not sign a peace treaty,but the two countries have established a substantive and relatively peaceful relationship.The reason for this change is that it has been affected by many factors at home and abroad.Japan’s main ruling party,the Liberal Democratic Party,has actually had a great influence on Japan’s Russian policy.The Liberal Democratic Party’s Russian policy determines the Japanese government’s Russian policy to a certain extent;the Japanese Prime Minister is also an important factor,and the Prime Minister’s personal Political orientation actually influences the Japanese government’s foreign policy.When the prime minister’s political orientation is conservative,Japan’s policy toward Russia will tend to be tough;nationality and Japan’s identity with Russia are ideological factors.Most of the time after the end of the Cold War,the fact that the Japanese remained tough on Russia was determined by their own distrust of the Russians.The Japanese viewed the Russians as their main competitors from the bottom of their hearts,and this ideology determined it.It is difficult for Japan and Russia to truly understand each other and enhance communication.Japan’s Russia policy is also relatively heavily influenced by international forms.First of all,both Japan and Russia are aware of the importance of each other’s position in Northeast Asia and even in the Asia-Pacific region.One of the important reasons why Japan has adopted a relatively modest policy towards Russia It is to stabilize the regional form and create a good development environment.Secondly,the U.S.-Japan alliance has a decisive influence on Japan’s foreign policy.Japan cannot set aside U.S.independent diplomacy,especially major power diplomacy.The changes in U.S.policy toward Russia have a great impact on Japan’s policy toward Russia;third,Japan After the Cold War,Japan has been eager to become the leading country in East Asia.However,with the development of China,Japan has been unable to become the "core of development" in East Asia.This has caused anxiety in Japan.Therefore,Japan has improved its relations with Russia in an attempt to join forces.Russia’s control of China has become more obvious after 2010.The relationship between Japan and Russia after the Cold War is another important issue explored in this article.The current Japan-Russia relations have not made much progress.The main reason is that the territorial dispute has not been resolved and the Japan-Russia peace treaty has not been signed.After the Cold War,Japan’s main competitor in the Asia-Pacific region has changed from the Soviet Union to China.Japan’s management of Japan-Russia relations inevitably has the evil intention of uniting Russia to control China,but Russia has maintained sufficient rationality;Japan’s development of Japan-Russia relations is the most important thing.The appeal is to regain the sovereignty of the four northern islands.After the disintegration of the Soviet Union,Russia recognized that it still has territorial disputes with Japan.Whether Japan adopts tough or moderate diplomacy with Russia,its main purpose is to do this.The signing of a peace treaty is the main result of the development of Japan-Russia relations,and it is also an important measure for testing the development of Japan-Russia relations.What Japan hopes is to resolve territorial disputes first,and after the territorial sovereignty of the four northern islands is recovered,peace treaty negotiations can be brought up.schedule.However,the development of Russia’s relations with Russia and Japan is completely different from what Japan envisioned.Russia has gone through the most difficult period.Japan no longer plays an important role in Russia’s diplomacy.Russia’s main position on territorial issues is to follow the post-World War II position.Based on the established international order and the already signed treaties,Japan and Russia have fundamentally different positions on territorial issues and the signing of peace treaties.This is the main reason why Japan-Russia relations are difficult to develop.Although there are fundamental conflicts over major territorial disputes,Japan-Russia relations still have strong plasticity after the Cold War.Both Japan and Russia have common interests in maintaining stability in the Asia-Pacific region,economic and energy cooperation,and cooperation in the humanities,medical and health fields.And these benefits provide new possibilities for the improvement of Japan-Russia relations.
