After Iraq war fuel resource becomes an more and more attractive problem to all the world, and the protection of the native energy insurance occupies the core part of the policy and strategy everywhere. As a country poor of resource, Japan leads a very successful way to support the native energy in aspect of political practice. Thus it is also the worthy and meaningful approach that could be borrowed by china due to the graduate increase the source import. Meantime, both as the largest energy consuming countries in eastern Asia, china and Japan also have the mutual competition, as well as cooperation, for resource.The paper is divided into three parts. Through the character, structure and the political and economic properties of source, the first chapter illustrates the impact of energy to the current society. Hence as the most attentive problem of energy, both import and export countries try to adopt politics, economy, diplomatism and even military ways to insure their energy security. The executions of energy police from every country, at the same time, contrarily effect the world energy market, and cause the evolution of the global energy situation.In the next two chapters, author mainly introduces the construction and evolution of the Japanese police. Based on the complete analysis, the overview of Japanese energy police after World War 2 turns out. Meanwhile it considers the Japanese police under the worldwide background, and thereby states its international effect.As the third part, chapter four develops the meaningful experience of Japan which is helpful to china. Furthermore it shows the explanation to the conflicts of the transfer pipes between Russia and china, as well as the oil field in the east sea, accompanying with the prospect of resource cooperation given the current economical relation of Asia area between china and Japan.
