Japan-russia Relations In The Four Northern Islands "problem

"Northern Islands" issue is the most important part of the relationship between Japan and Russia. It keeps these two countries from making a normal relationship for a long time. Japan and Russia even can't conclude a peace treaty.There are three causations why the issue can't be solved for so many years. Finally, we discuss the solution prospect of this issue for a long time. And we believe that Russia will not give back "Northern Islands", and will hold in play with Japan as a trump card in the diplomatic agon. "Northeru Islands" issue will exist continually, the relationship between the two countries will not change thoroughly. But we can't get rid of the possibility, which some leaders of these two countries will consider the changes of international situation and make some temporize or lay aside the issue. They can develop the resource on these four lands and solute this issue totally or partially.
