Nowadays,in the age of information,in company with the fast development of science and continual progress of human, all kinds of contradictions and problems emerge endlessly. China now is in the period of innovation, there are potential causes inducing crisis everywhere. Therefore, the government's crisis management is a management in a constant state. The core of crisis management is communication, accordingly crisis information will hold the balance, which requires the government to publicize crisis information to people in time, exactly and adequately. The right to learn of the public affairs has to be guaranteed at the time of crisis. Cultivating the ability of endurance is helpful for people in judging reasonably before crisis, and avoiding chaos and more serious crisis because of ignorance. The abnormal feature of public crisis endues the study of government information openness with more significant meaning.The article consists of 4 parts .In Part One are the basic concepts and theory, i.e. the definition of crisis management, government information openness and the theory of government information openness. Public crisis is a situational state which threatens severely the primary interest, value of the public, social order and fundamental structure. Outburst, danger, pressure, indeterminacy, twoness and sociality are the characters of public crisis. The government information openness is defined as the juristic behavior of crisis information publication of the government offices to the society according to legal proceedings, and the juristic institution composed of scope, main body, procedure, legal consequence of publication. The right to know and theory of crisis communication are the rationales of government information openness. The right to know is the fundamental right of citizen, whereas publication of information is the fundamental obligation of the government. Many national and international laws have regulated that the right to know is the elementary human rights. In addition, more than 40 countries have enacted law of information publication. The lowest standard of franchise in crisis state is established to some extent in the laws and constitutions in some nations. Also the fundamental rights in crisis are prescribed not to be deprived of in the provision. Communication is the core of crisis management, and the spread of crisis information is the key of efficient management. In abnormal state, openness features are differing from that in normal state in activeness, in time, verity and sufficiency.The functions, content and channels of government information openness are introduced in the Part Two. The main functions are as below. First, by publicizing crisis information, the government will be in a positive position, which is good for controlling the crisis in an ordered scope. Next, the public will obtain the truth of crisis, reduce worry, be prepared, and be away from rumor. Again, the public will hold a reasonable expectation on the government, understand and coordinate the requirement of government, thus the efficiency and confidence will be enhanced in the office. Finally, high level of transparency of government behavior, restriction of free decision right, suppression of local government's random management, and preventing corruption will be available.
