The practice of China's reform and opening policies has been promoted into further along with the consummation of the socialist market economy with Chinese characteristic and the development of its politic civilization. The process of reforming can inevitably involve to the adjustment of benefits among different communities and different individuals. At the same time, as the improvement of government's management and the enhancement of people's democratic consciousness, the political democracy and the administrative democracy development already become a natural trend for the reform of government's management policies. The public leadership selection system has been set up and developed under such a kind of realistic background, which meets the request of socialist market economy, has manifested the essence of socialist democratic politics, and has the features of welcoming the citizen to participate in, and has the characteristic of democratic administrative policies. Moreover it represented the practical benefits of people and the party members, and was a system with the motility of transformation, with the social reality, and a system conforming to the benefits of people. This paper, comprehensively summarize the fruits and the obvious shortcomings during the developing process of the public leadership selection system, based on the background of modern society.From the angle of public administration democratization, it carefully examined the retractions that the governmental bodies faced when they exerted the work, and analyzed the basis of its theory, practical experience, problems, resolution and also the orientation of development, which demonstrate fully the combination of theory and practice, the unification of history and reality, the collision of different thoughts, the request of reform and innovation.The public leadership selection system in our country can be traced back to the practice of the leadership policies reform, which is a brand-new system with strong characteristic of times and democratic consciousness. The assignment of this system is only with a short history, and the fundamental research of theory is relatively weak, and the experience is not rich. There are three goals for this paper: The first was to summarize the status of the public leadership selection system under the background of public administration democratization, broaden the vision of the research on this system, and enrich the connotation of the theory; The second was to grasp the whole process of development of the system in China, to summarize the realistic experience, the problem, and also the solution, and furthermore, it proposed to perfect the system from the view ofmacroscopic, center and the microscopic, and to standardize its operation process, and was of a certain practical significance; The third inspected the reason and the characteristic of the system developed, and demonstrated its internal motility and the theoretical features, and furthermore, it expanded the research space about the political reform and the leadership selection's personnel system reform.The whole paper contains the preface and three main parts.In the prologue, it tried to grasp the history and present situation of the public leadership selection system during the public administration democratization advancement, and tried to demonstrate the fact that the public administration democratization was an essential request, and provided the possibility and the general methods for the practice of public leadership selection system. And then, it summarized the relative research fruits and the progress we undergoing in China, and emphasized that the paper adopted the way of standard research with theory combining with practices, and gave a general description of the basic structures and the main viewpoints respectively.The first part explained the concept and framework of the public leadership selection system. Firstly, it offered a standard concept about the public administration democratization and the leadership selection system, and then the basic structure of public selection system that was composed of five sub- systems models by abiding by the Four Fundamental Principles and other regulations.The second part was the history and present situation of the public leadership selection system in our country. By reviewing and summarizing its advancement in the past twenty years in our country, it argued and probed the execution of the system in current China by combining the 2005 Hubei Province's public selection for the senior leaders as model, assured the achievements we obtained and also put forward the problems we were faced on, and analyzed its origin thoroughly.The third part was mainly about the thought and methods to perfect the public leadership selection system in our country. It forecasted its future development direction by researching abundant relative theories as well as the innovation it'd undergone. Then it put forward five countermeasures focused on the present problems, and pointed out the historical mission and positive role it undertook during the process of developing the public selection system.The paper tried to be superior to the realistic materials it based on, and had a spirit of exploration as well as a certain depth in theory. It showed a certain creativeness in two aspects: The first was the innovation of direction of studying .It advocated to develop the public selection system by combining with socialist democracy degree and promoting theprocess of socialist public administration democratization in order to develop the socialist democracy, consolidating the ruling status of our party, and encouraging the enthusiasm of public's awareness to the government's administration and the participation of government management. The second was the researching methods of the paper. It analyzed ithoroughly?the general characters of the leadership's personnel system's reform and the realistic questions of public selection system based on an abundant of materials, and demonstrated the countermeasures to resolve the problems powerfully and comprehensively.
