Public administration began at the end of 19th century and Woodrow. Wilson's published"administrative research"article. In the 1960s, America outbreak's worst constitutional crisis, all kinds of alternative theories and administrative reforms scrambled to emerge, but it didn't do any help. The legitimacy crisis still erupted, and to be peak in the 1980s."Postmodern public administration"of Charles J. Fox and Hugh T. Miller is a prescription for this issue. In this book Charles J. Fox and Hugh T. Miller first analyzed and criticized the traditional theory of public administration, and pointed out that the constitutionalism criticism and communitarianism cannot make public administrative theory out of trouble. Then they analyse semiotics in the postmodern condition. Fox and Miller based in physics, and put forward the phenomenological public energy field, it is the concept of modern physics theory of phenomenology and the result of mutual correction in midfield. Field is the role of the context of the force in compound. Field structure doesn't depend on fixed formula, but from what is happening in life. The concept of energy means that there are enough intentions and objective to attract, change, inspire people. Public affairs is such a field, where there are all kinds of forces or energies, and they produce action to each other with their respective purpose or intentional, and the to form a public energy field. In public energy field, people formulated and revised public policy, and it is the field where social discourse happens. Actually, Formulation and revision of public policy is a process that various discourses discuss and fight with each other to make things, also it is a process that the policy discourse which has different intentionalities fight for meaning in a repetitive practice. Finally, Fox and Miller classified the public discourse form of the public energy field: bureaucracy of the words, postmodern monologue anarchic expressionist discourse, public's real democracy discourse. Through participating in public policy citizens published meaningful suit of the context of the realization of their words to democracy.
