Leader selection and appointment relates to the overall quality and ability of the leaders and the reform success of the leaders’ personnel system, and thus relates to the process of China’s political reform. The world wave of democratization continues to advance. China’s reform and opening updeepens. The socialist market economy has been established. The community interests are increasingly diverse. People’s democratic consciousness has been increased substantially. The social structure has also undergone a partial change. Above all, there appear problems in the original way of leader selection and appointment, so it is imperative to reform the way of selecting and appointing leaders. We should expand democracy in selecting and appointing leaders, then Party’s centralized leadership, masses’ orderly participation can be guaranteed. Improving party’s influences in public, advancing party’s cohesive and combative strengthen are the development of society and it is also the foundation to consolidate party’s ruling, as well as to ensure the quality of the leaders’work and improve the public trust of the leaders. Selection and appointment of leaders based on the democracy expansion undergoes continuous improvement and development. It has important guidance and reference to further promote the development of democracy in selecting and appointing leaders. And it is the necessary requirement to deepen the reform of leader selection and appointment system.Weinan is located in the Guanzhong Plain, and the location is very significant, which is the east gate of Guanzhong-Tianshui Economic Zone. In recent years, the difference leader selection has been implemented and the quality of the leader section has been improved in Weinan City. The "three-putted two test two voting" system has been implemented in order, and the elective procedures have been standardized. The ways has been innovated and the institutional mechanisms have been improved. The communication between leaders has been promoted and achieved remarkable results in stimulating the vitality of the leaders. But, there are many problems. Research on thedemocratization of Weinan leader selection and appointment can adapt to changes in the current situation, and overcome the problems in current leader selection and appointment of Weinan City. It has strong theoretical and practical significance. Firstly, the paper defined the concepts of leader, selection and appointment, as well as democratization, and elaborated the theory of leader selection and appointment. Then, it analyzed the problems in the democratization of Weinan City’ leader selection and appointment and the main reasons to constraint the democratization development of Weinan City’ leader selection and appointment by introducing the current status quo of Weinan City’ leader selection and appointment. And then, the paper found some effective measures to further expanddemocratization of leader selection and appointment both theoretically and practically. And it provided practical measures and suggestions for improving the democracy level of leader selection and appointment in Weinan City.
